Just a note for those of you interested in Tajikistan: I am not sure how widely it is known, but the French-language Cahiers d'études sur la Mediterranée orientale et le monde turco-iranien (CEMOTI, for short), dedicated its entire July-Dec. 1994 edition (No. 18) to Tajikistan and the civil war there. While I haven't had a chance to read the 200 pp. (!!) in detail, what I have read seems quite balanced, though perhaps lacking on the analytical side a bit. In any case, it is the most extensive treatment of the Tajik case I've seen, so it is worth noting for that reason alone. CEMOTI (including this issue) is published in French only, and often contains interesting articles on Central Asian affairs.
