SAN CRISTOBAL DE LAS CASAS, Mexico (April 1, 2000 9:15 p.m. EST http://www.nandotimes.com) - About 700 Indians have returned to homes in the southern state of Chiapas that they fled after pro-government paramilitaries massacred 45 residents of Acteal in December 1997.
The residents - the largest group to return since the massacre - came home to the town of Chimix on Friday. They were persuaded to return by government safety assurances and promises of social programs.
Chimix residents allied with anti-government Zapatista rebels have not yet returned.
More than 10,000 people from 25 communities fled after the massacre out of fear of more atrocities.
The Zapatistas staged a brief uprising in January 1994 in the name of Indian rights and greater democracy. Peace talks have been stalled for about four years.
