The best source for information on this law is the Hakiardhi Land Rights and Resources Institute, a Dar-es-salaam base land NGO headed up by prof Issa Shivji of the Faculty of Law at the University of Dar. Hakiardhi was at the centre of an NGO coalition, the National Land Forum, that lobbied extensively against the Land Act when it was in its Bill stage. They have brought out a booklet, Azimo La Uhai - declaration of NGOS and interested persons in Land - critiquing the Bill. Prof Shivji visited SA recently and presented a number of papers at UCT and UWC, several of which dealt in deatil with the legislation and its problems.
